20 members were in attendance.

Homeland Security
Approval of the Minutes: It was moved (Johnson) and seconded
(Spargo) that the minutes of the October 14, 2009 be
approved. Albrecht noted wording issue related to vendor. The minutes were
amended and the motion passed.
Reports:
Treasurer's Report: Jim Lommen reported a SARA balance =
$3,485.46 of which the TARA balance = $320.08
ARES: We had the ARES convention at the
SARA/TARA Hamfest. Much of the time in the session was spent on Part
95.113. Socorro ARES members who are not registered with the county requested to
do so. The appropriate form may
materialize at some point.
LEPC: Albrecht asked that Grey update
him on what had happened in his absence. Albrecht reported that
some committees are 501c3 and others are not. The next meeting will be
resource typing designating specific resources for particular
tasks.
Interoperability: There have been meetings on
the topic with no great progress. The ARES/RACES statewide repeaters
on amateur bands number 18 with two additional in the works. The
Socorro repeater is 145.175- with a 141.3 Hz tone on the input and
output. Once the linking capability is operational, a regular net will
probably be implemented.
Old Business:
Hamfest:
The 2010 SARA/TARA Hamfest will be held on October
30.
Organizing Committee: We need someone
to interface
with the Fire Academy since Wood will not be here. Volunteers were
solicited. An email request will be sent to all
members.
Charter School Station (Spargo); Spargo
and Grey held a demo of the repeater for the charter school students. The kids were
asked to learn something about Ohm's Law. Regular sessions will be held at 3:00 pm on Wednesdays
when school is in session. Topics will include: Waves/Frequency, tour of
EOC to talk about disaster plans and HF radio, a session to learn about
resistors, etc. In January, we need to pick up the pace to prepare the
students for testing. Testing is contemplated for April.
EOC Antennas: NVIS Antenna has been installed
on the EOC, however, the center support has not yet been installed.
CERT classes have been cancelled because of
H1N1, but will be rescheduled.
New Business:
Property: A property inventory is advisable
if we are to begin addressing the neatness of the equipment bay. A
group was identified to undertake the inventory at the EOC.
EOC: We need to neaten the operating station
and the bay. Additional work is contemplated for antenna feeds and the
DC distribution system. The plan for deployment of the new radio
equipment was discussed briefly.
EMCOMM Van/Deployment of new Radios: Grey
would like a tour of the van to better understand how it is to be
configured. Spargo suggested that we dedicate a Wednesday night each
month to work/train at the EOC.
National Wild Life Refuge Week: Jim Lommen reported
that 15 refuges were on the air during the previous National Wildlife Week. Tom
Ellison at the refuge is interested in a special event station in
October. Interest was expressed by the members.
Socorro Electric Co-op is planning to offer
wireless. The question arose about whether that would be BPL.
Adjournment: The meeting was adjourned at
8:55 pm.
